Can Mr. Clinton and Mr. Obama preside over the selection of candidates instead of President Biden?

Washington [US], July 20: Currently, 34 Democratic congressmen in the US Congress are calling on President Joe Biden to abandon his re-election bid, and there are opinions inviting former Presidents Barack Obama and Bill Clinton to preside over an emergency primary election.
Reuters on July 20 counted that up to 34 Democratic congressmen in both houses of the US Congress said that President Biden should end his re-election efforts.
That represents more than one-eighth of the Democratic Party in Congress. President Biden's party holds 213 seats in the House and 51 in the Senate.
Veteran Congresswoman Zoe Lofgren (California) joined the list, and said that former Presidents of this party such as Mr. Bill Clinton and Mr. Barack Obama should preside over a mini-primary election to find a candidate to replace Mr. Biden to face Republican candidate Donald Trump, according to MSNBC.
"If he (Biden) decides (to leave the race), there needs to be quick next steps," said Senator Lofgren.
"Perhaps a screening led by former presidents Barack Obama and Bill Clinton would allow for a focused focus," Lofgren said, adding that there should be an open and transparent contest to select the strongest candidate.
In addition, several re-election campaigns for President Biden are announcing that they will not be held as planned, although the Democratic Party is still promoting the nomination of Mr. Biden and the leader himself affirms that he will continue to run for election.
Reuters reported that President Biden had planned to hold fundraisers in Austin, Texas, Denver, Colorado, and California next week, but those plans have been postponed, at least for now.
